Israel plans to use a foundation that is little known to paddle what humanitarian groups said were inappropriate amounts of help in Gaza, as their military prepares plans to seize large areas of the besieged enclave.

The country has shared the details of the Plan – which was authorized by the Israeli War Cabinet Sunday – with some Western diplomats and humanitarian officials. Israeli Foreign Minister Gideon Sa’Aar reported the highest diplomat of the EU, Kaja Kallas on Tuesday.

The people who report have not received copies of the changes proposed in writing, and they were told that the plan, under which the Palestinians would be pushed south to the Egypt border, was still evolving.

The UN and most important help agencies have rejected the plan, which comes when Israel refuses to end a two -month siege in which it has prevented all food, medicine and other basic elements from entering the strip.

Three humanitarian officials of Israel reported on the proposal said that a “Gaza Humanitarian Foundation” entity would be responsible for delivering the Palestinians to the Palestinians in distribution points guaranteed by Israeli military and private contractors.

A person reported that most of the distribution points would be located in southern Gaza. Another called it a “half cooked, strange and cruel” to attract the majority of the population of Gaza to the south, much of which has been devastated by the Israeli army.

Israel is not clear how many distribution points would be shaped, but the maximum number discussed, 10, would be insufficient for the population of 2.2 million people in Gaza, another official said.

Those who refuse to move voluntarily on the southern edge of the enclave would be subjected to forced evacuation orders, which Israel has repeatedly used to force Palestinian civilians around the strip in front of military operations, according to two of them.

“We do not accept a proposal and a plan that is not up to date with the fundamental principles of impartiality, neutrality and independent delivery of aid,” said the Office of Coordination of Humanitarian Affairs on Tuesday.

An official warned that, if it were fully participating with the FID’s plans, the ATF would remain to lose their independence in the conflict, place their own employees at risk and help the forced displacement of Palestinians.

Kallas wrote to X that the humanitarian situation in Gaza was “unsustainable”.

“Humanitarian aid must be resumed immediately and it must never be politicized,” he said. “The new aid delivery mechanism should go through humanitarian actors.”

But a western diplomat reported on the new approach said that the idea was worth exploring.

“There is an understandable need to look for new solutions and what could work,” they said, adding that “it was worth trying” to see if the mechanism would be able to provide much help.

The new proposal for help is presented next to the plans for an extended offensive, with the name “Chario de Gideon”, created by the Israeli military to meet the demands of the far -right cabinet allies by Prime Minister Benjamin Netanyahu, who have defended the siege and demanded a complete occupation of Gaza.

The population of almost Gaza has been displaced and left dependent on the aid during the 19 months warwhich began after the attack on October 7 in Hamas in southern Israel.

The Israeli army, which is obliged to facilitate the entry of essential humanitarian assistance to Gaza, sent questions to the Government, which did not immediately answer a comment request.

The Palestinians en route to the south of Gaza would be projected at control points, managed by the Israeli military and private security contractors, designed to prevent Hamas’ fighters from moving to the population to this new “sterile zone”, according to three people who reported.

The Israeli army has previously created similar “filtration points”, in which the Palestinians have been beaten, brought to secret arrest places and subject to a harsh interrogation.

The Washington Post reported that IDF could use North -American companies at these control points, and United States President Donald Trump said on Monday that “we will help Gaza people to get food. People are starving and we will help them get food.”

Israel has repeatedly justified his siege, without evidence, that Hamas deflects the help provided by international organizations or is enriched by collecting protection money. Humanitarian groups say the problem is not extended.

People spoke of the “Gaza Humanitarian Foundation” at meetings with Israeli officials, said no more details were provided.

This year a foundation was recorded with this name in Switzerland, saying that its goal was to “provide humanitarian help to people affected by the Gaza Strip conflict, including the safe supply of food, water, medicine, shelter and reconstruction.” The President of the Foundation did not respond to the messages that sought comments.

International aid organizations, including the UN, have understood that the thousands of tonnes of foods that Israel has blocked from entering Gaza could be taken by IDF at the distribution points led by this foundation, according to two of the people who reported.

“The meaning we had was the only way Israel would allow food to Gaza,” said a person who reported about conversations.

The Hebrew -language media reported that Netanyahu’s far -right allies supported the plan because they kept the IDF in a narrower control of help distribution, allowing Israeli military to decide who could receive food and medicine.

He also pushed the Palestinians desperate to the Egypt border, providing a possible way out for a population that the ministers are desired to remove from Gaza.

Trump has repeatedly pressured Egypt to make massive Palestinian refugees, without guaranteeing that they are never allowed to return, a widely decreed idea as “ethnic cleansing”.

Egypt has refused to open its border, except for medical evacuation and certain specific cases.

Bezalel Smotrich, an far -right finance minister of Israel, said on Tuesday that the war would not end until Gaza was “totally destroyed”, according to the AFP.
